It settles
Only an approved intent is captured against your prepaid card. The balance drops and the ledger records who, what, when and why.

Per-charge, daily and velocity limits are enforced twice — once in the policy engine, and again by the card's own spending controls at the issuer.
Large charges wait for a tap on a channel the agent can't touch. A prompt-injected agent can ask to pay a scammer; it can't approve it.
Every request, approval, decline and capture lands on an append-only ledger — so the answer to "what did it spend, and why" is always one query away.
